Out of the 16 German states, 15 states charge no tuition fees in their public universities, regardless of the country the student is from. The state of Baden-Wuerttemberg is an exception where international students outside of the EU will have to pay €1,500 per semester.
Iceland
International students that want to study in Iceland will also have access to free education but will have to pay an administrative fee of €550 annually.
Austria
Austria only offers free education to students from the EU, EEA and Switzerland but they will have to pay an administrative fee of €19.20 per semester. Any student that fails to complete his/her master education within two-semester of the usual duration will have to pay a tuition fee of €363.63 per term. Students from other parts of the world will have to pay a low tuition fee of €726.72 per semester and pay the €19.20 per semester for student union membership with health insurance included in the administrative fee.
